Here's my advice. When doing practice questions, solve them both ways and become proficient at doing both through repetition. Then, I think, you'll be able to answer the question for yourself on the fly.

Generally ratio and proportion, percentages and number system questions can be more easily solved by substituting the variable with some easily calculable number otherwise algebra is the only option. When not sure and you are in guessing mode, plugging in is the best option available. Hope this helps you. But please note that one must practice to develop the intuition to find the best method to be employed
