In a sample of college students, 40 percent are third-year students and 70 percent are not second-year students. What fraction of those students who are not third-year students are second-year students?

Given TY=40
SY=30
Hence not TY=100-40=60
The required ratio, though not clearly worded according to me is 60/30 = 2/1

I agree with the previous comment that this Q is not clearly worded. I think the Q may be asking is "what is the ratio of non-3rd yr students to 2nd yr students"?

If 40% are TY students, then it implies that 60% are not TY students.
If 70% are not SY students, then it follows that 30% are SY students.

Therefore: Not TY / SY = 0.6 / 0.3 = 2/1
