Let me explain why C is wrong :

So we are comparing 'countries' with 'the fertility rates'

In answer C, focus on "when compared with populated countries, the fertility rates..." This is a comparison between "countries" and "fertility rates". That's why C is illogical. The fact that you understand what the author is trying to compare (rates of populated countries vs rates of Philippine nation) doesn't change that the way C is written is incorrect. C does not line up with what the author intends to compare. If you have trouble with comparisons, set topic='Parallelism, Comparison' and difficulty='500-600 & 600-700' in the Drill Generator.
