As this shows that people are happy because they have pets which implies that people won't be happy if they don't have pets.

Answer is E.
If all the people who dont have pets feel unhappy (sometimes) then it means that they would have been happIER if they had pets. This disproves the conclusion in the arguement that one would be as happy as possible if he did not have pets.
