I would go with C since the focus here is the Output of the nations, not the nations itself

IN c , Norway, Mexico, and Russia, would be trimmed suggests that these nations will be trimmed instead of Output.

where do u get "Trimmed to" in E it says "trim ouput by" also.. am i missing something?

after re-reading i think E does sound better, cause it's in simple present tense.

The answer is neither C or E, IMO. You need the second 'but' to transition the sentence, and "were" is subjunctive mood, which makes sense here. I believe the answer should be "A." What's the OA?
