A certain country with a population of 132000 is to be divided into 11 election districts. If no district is to have a population that is more than 10 percent of any other district, what is the possible population of the least populous district?

x + 10*(1.1X) = 132000 (10 towns have 10% higher population and 1 has the min)

X=11000

You are assumming that all 10 districts will have the same population that is 10% of the district with the lowest population. The first assumption is right, that is all 10 districts should have equal population. But 10% is a bit too high for our minimum district. We could give all 10 districts, a 1% above our target district. What do you think?

Since they ask the least possible value for the district with lowest population, we try to maximize the other 10 making it 10% higher then the lowest.

If you consider any other possibility the population of the lowest populated district would be more than 11,000, but we are interested only in the least possibility. Hence 10*1.1X
