I'm assuming that the question states that xy is what percent of y?
5x=2y
x=(2y)/5
Multiplying numerator and denominator by 20
x=40y/100

Hence, x is 40% of y. Hence D

Assuming the question reads "x is what percent of y"

or you could plug in numbers for x and y to make things more clear.

if x = 6 then y = 15

X is what percent of y can be directly translated to x = ?/100*y

Fill in the numbers 6 = ?/100 * 15

Do the algebra: 600/15 = ? therefore it is 40%.
