Let Y = 2.
Then X = (.5)*2 = 1.
X/(X+Y) = 1/(1+2) = 1/3 = 33.33%.

Let X, Y be population of city X & Y respectively.
Also X= 50/100).Y = 0.5 Y
so population of city X is {X/(X+Y)}.100 = (0.5Y/1.5Y).100 = 33.33% of total population of City X and City Y.
