indeed basic q.
i always translate decimals into ratios

0.35=35/100 or 7/20
0.007=7/1000

7/20 : 7/1000 = 7/20 * 1000/7 = 1000/20 = 50 (this number representation of percents, as we know 1 in number representation is 100%), 50*100%= 5,000%
Success doesn't come overnight!

0.35 as a percent of 0.0007 is:

0.35/0.007 x 100 = 350/7 x 100 = 50 x 100 = 5,000 percent

Answer: E
