Subscription of 10 issue = $ 24
Subscription of 1 issue = $24/10 = $ 2.4. (This is the price that the person paid, after the discount of 20%.)

Lets assume Cover price = $ x (per subscription).
Price paid after saving of 20% of the cover price = Cover Price - discount
=x - 20% of x = 0.8x
This is the actual price paid which is already given as $ 2.4

so, 0.8x = $ 2.4
x= $3.

10 subscriptions cost $24
Then
1 subscription will cost 24/10 = 2.4

now there is a saving of 20% on cover price so

lets say the actual cover price is 'c'

then c - 20c/100 = 2.4
80c/100 = 2.4
8c/10 = 24
8c = 24
c= 3 (Ans : E)
