Feb - 100 (Assume)
Mar - x
90 = 20% greater than march = 1.2x. Solve for x, x = 75.
(F-M/F)*100 = ((100-75)/100)*100 = 25% decrease.
Hence C.

ok...
suppose the february is 100
january=90% february so january is 90
the stock in feb compared to march=1,2 march or 90=1,2 march
so march = 75
thus (100-75)/75 =0,25%
