Usually part-time programs are more geared to career enhancers and full-time programs are geared more to career changers. Some, albeit fewer part-time programs, have somewhat restrictive access to the career management services -- especially for sponsored students. However, this is a policy that you need to check school by school. Furthermore just because of timing, there are usually fewer career services/opportunities for part-timers than for full-time students. As usual, you need to check these options at each school.
Regarding the average GMAT, that really varies in the top 20 part-time programs and you should check it by school. In general it is lower than for full-time programs. Also, in general part-time programs have slightly more experienced students than the full-time programs, more in the 7-12 years of experience that 3-6 years of experience, but that isn't necessarily so.
