IMO E, since the policy is bound to be either unpopular with the teachers or with the students. If it's popular with the faculty, then it's bound to be unpopular with students ---> need a new one.

the last sentence of the argument says that the policy is bound to be unpopular among the students or the faculty.

So if its popular among the faculties, we can say that it is unpopular among students

Given: bound to be unpopular with either of them.

So It has to be this :

popular with faculty - will lead to unpopular with student. If its unpopular with student then we need a new one.

E fits the bill.

Conversely,

We can also say that : popular with Student therefore we need to modify it.
