that is needed to introduce clause starting there..

so B C D out.

Out of A and E E iswrong , as there is no agreement among voters

B - This talks about agreement among the voters, which is different from the degree to which voters agree. Also, it is missing "that."
C - This takes away from the author's emphasis on "however much the voters agree." Also it's missing "that."
D - Again, this simply states the voters may agree, not "how much" they agree. Also it's missing "that."
E - This forms a run-on sentence and is passive voice - " There is agreement that there is waste, it is difficult to find support."

Split the answers between the choices with "that" and the choices without. Then use process of elimination when you can't easily spot the correct choice.

Choice A sounds awkward, but is better than the other choices.

thx for your helps.
i was aware that "that" can't be omitted.. but at the begining, i eliminated (A) because of "much" and ended up with (E).
