ROWE aims to judge performance on output instead of hours
This is a sentence i saw on BusinessWeek, are "on output" and "hours" considered parallel?
Parallelism issue, please help~

I read in Manhattan series and also found in OG series that gmat dont like "instead of" even when it is correct. Gmat prefer "rather than"
