Parallelism - Clauses with wh words

There are three examples for parallelism:

I want to retire to a place WHERE I can relax AND THAT has low taxes. (Incorrect;Where and THAT not allowed when "where" can be used again)

I want to retire to a place WHERE I can relax AND WHERE the taxes are low. (Correct)

I want to retire to a place WHERE I can relax AND the taxes are low. (Is it correct ?)

Normally, we can consider where is in the beginning for both the clauses i.e.

I want to retire to a place WHERE
I can relax AND
the taxes are low.

or for wh words (where,how,whether etc), there is strict parallelism to be used ? Source of the first two sentences is Manhattan SC Guide.

I believe a strict parallelism is required...I'm sure about the strict parallelism in case of THAT and HOW as i have seen many questions where correct option is following a strict parallelism and incorrect options are dropped for same reasons...and i'm sure in case of WHERE/WHEN also we need strict parallelism.

Yes .. it is correct.

Correct form of parallelism include the following,

I want to retire to a place WHERE X and WHERE Y.

I want to retire to a place WHERE X and Y.

Added content: you also don't need strict parallelism of the "wh- words" themselves, as in I will retire when I want, where I want, and how I want.
