focus here is on prediction and author is mentioning about prediction while writing this sentence today.

would is required as conjuction and hence answer A.

IMO A

Predicted uses past tense i.e. the scholarly wisdom had predicted in the past, Hence we should use the verb would.

That eliminates options B,D & E

C is not worded properly

When I again read the question, I found that I was wrong in my OA, it should be A not D. Here's my reasoning
Earlier I thot "predict" to be a part of hopes, request, desire world which are "wishes" but predict is something that one predict would happen and hence a that + to be verb will not be correct. predict should be followed by a would.
