Palladium prices have soared, with Russia restricting exports and because automakers have started using it to make the huge engines in sport utility vehicles and other light trucks.

Agreed. The events are occurring simultaneously, so using present perfect for all three (prices soaring, Russia restricting, and automakers using) makes sense.
