Target question: What is the length of segment PQ?

Statement 1: S is the midpoint of segment RT
Since we are not given ANY actual measurements (i.e., lengths) whatsoever, there's no way to determine the length of PQ
Statement 1 is NOT SUFFICIENT

Statement 2: Segment PT has length 10 and segment QT has length 6
We know that: PT = PQ + QT
So, we can write: 10 = PQ + 6
Solve to get: PQ = 4
In other words, the answer to the target question is the length of segment PQ is 4
Since we can answer the target question with certainty, statement 2 is SUFFICIENT

Answer: B
