Of the 70% who like project A, allocate the maximum possible to that project, 30% of all of the consultants.

The rest, 70%, get put on project B.

Of those 30% of all of them, prefer project B. So 40% of all of them will be on B even though they would prefer to be on A.

40% of 50 = 4 x 5 = 20

The correct answer is C.
