It's often the case that relative pronouns will touch what they modify, but they don't have to. Relative pronouns should modify the closest preceding eligible noun. The relative clause begins with that IS creating . Because the verb here is the singular "is," we can determine that "that" is referring to a singular antecedent, or "committee."

(Of course, you may have noticed that "the preservation" is also a singular noun. We could rationalize and posit that the antecedent of the relative pronoun is the full noun phrase "committee for the preservation." But even if we concede that this OA isn't perfect, B is still superior to C as the relative clause in C begins with "that create." Because "create" is a plural verb, "that" must refer to a plural antecedent, and there simply isn't any logical plural antecedent here.)
