Order matters? - Combination Problems

Can someone please give me a tip on how to distinguish when order matters and when it DOESN'T matter when reading a combination problem?

i.e. I am having trouble figuring out when to use the MGMAT strategy of "YYYNNN" anagram versus a "123NNN" anagram.

Hi Eric, I did read through your flashcards, but am still terribly lost on permutations.

can anyone explain the original question please?
