IMO B.

bringing is worng - A is out
C - THAT WHICH - WRONG
D - there is no two verbs in a sentence. Here HAS is awkward - WRONG

total sentence itself is meaningless

C is wordy and B better conveys that meaning

in C, the modification portion seems awkward:

A and C - special governmentally sanctioned price increase special and governmentally sanctioned are modifier for the Price increase -> modifier modifier Noun - Wrong

E - price increase during a period of wages and price controls that government sanctioned
government sanctioned - price increase - Wrong

D - Change of Tenses

Hence B
