A,C,E - We need contrast here so usage of semi colon is wrong.
A/E - 'it' does not have a antecedent.
D - The proposed urban development zones are not a new principle - gives wrong meaning, logically impossible, zones cannot be principles themselves.

IMO B.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

IMO B..

because in all the other sentences either after the semicolon there is not a proper pronoun, or there is no proper conjunction to join the 2 sentences .
but B has both.
