(A) misplaced modifier (physician can only prescibe medicine )
(C) misplaced modifier (physician not the medicine protects the public)
(D) awkward as only can is placed after physician

now b/w B and E .
E seems to have parallel construction

answer must be E

here we need correct placement of modifier

in order to protect the public is modifier for law is rightly placed not like in a,b,c and out of D and E placement of only is correct in E.
