Option A:- Incorrect
The argument fails to take into account that the speed limit be different in the two different counties.

Option B:- Incorrect
The argument fails to take into account that the number of tickets issued in county X may reflect a lower proportion of drivers overall in that county. Last option to be eliminated- This would be relevant if the conclusion was "People are county X drive rashly as compared to people in county Y" or something similar to this.

Option C:- correct
The argument fails to take into account that the a single driver can receive more that one ticket in a given year.
If a single driver receive more that one ticket, then the conclusion may not be true. For example
Number of Tickets - County X= 10
Number of Tickets- County Y= 5
Number of People who got tickets in county X- 1 (Same person got ticket 10 times)
Number of people who got Ticket in county Y - 5 (all tickets to different people)
In this case, the conclusion will not be true and this option points out this flaw.

Option D:- Incorrect
The argument fails to take into account the residents of county Y maybe more law abiding overall.

Option E:- Incorrect
The argument fails to take into account that the residents of county X may not be aware of the speed limit in that county
