In January 1994 an oil barge ran aground off the coast of San Juan, Puerto Rico, leaking its cargo of 750000 gallons into the ocean, while causing the pollution of the city’s beaches.

D) while it leaked its cargo of 750000 gallons into the ocean and caused the pollution of
E) so that its cargo of 750000 gallons leaked into the ocean, and they were polluting

OA is C...why not B?

i am not really sure but i think B is not correct because of parallelism.

ran off aground and...leaking - wrong

it should be "ran off aground and... leaked"

I'm a lilttle confused here, although C seems fine because polluting should make the senetence parallel, however

and its cargo of its cargo of 750000 gallons leaked into the ocean, polluting

its cargo of its cargo: this seems to be redundant & awkward

Can you please confirm that there is not typo in the post.

if C is worded as

and its cargo of 750000 gallons leaked into the ocean, polluting

the it is correct coz it maintains parallelism & avoids superficial parellelism.
