When confronted with a sentence such as this, it is generally best to read the initial sentence, looking for the errors that GMAT test writers like to test for. The first thing we should look for is the meaning. Does the sentence make sense? Is the meaning clear? Next, we look at the structure. Does the structure aid or hinder the intended meaning? Finally, we consider elements of grammar.

The initial sentence does not make sense. It starts: In preparation for the prediction... yet the California Office of Emergency Services is preparing for an earthquake not preparing for a prediction of an earthquake. Additionally, I note that the phrase for identifying is bad-we should use to+verb to introduce a purpose. Furthermore, the phrase and to pinpoint argues for the usage to identify, as that would be parallel.

Answer choices (A), (B), and (D) can be eliminated because they indicate that the goal is to prepare for a prediction. Answer choice (E) contains the phrase ...that will identify and to pinpoint..., which is not parallel. Answer choice (C) is the best answer.
