The usage of or seems to imply that Britain had a prime minister from a non-landed family EITHER in 1868 OR after 1868.
To be clear, not until 1868 means that Britain DEFINITELY had a prime minister from a non-landed family in 1868 and that it might ALSO have had a prime-minister from a non-landed family AFTER 1868.
