There can be primarily two approaches to solve this question.
1) If "and" is used after "filing a deed of emancipation" then it forms a different clause and alters the meaning of the sentence. So we can eliminate options (C),(D) and (E).
From (A) & (B), although (A) sounds a bit wierd when we write "setting free the more than 500..." it is gramatically correct. In (B), the meaning of the sentence is altered when "more than the 500..." is used AND "as" at the end gives an incorrect form of idiom when joined with the rest of the sentence. So, the answer is (A)
2) Another approach is by considering the terminating idiom "legally considered his property" which is correct. Wherever "as" is used, then sentence reads as "legally considered as his property" is incorrect. So this eliminates options (B),(C) and (E).
