Can someone please explain?
I don't understand how examine and decide are supposed to parallel

So, IGNORE {B}, {C}, {E}

We need "and" before "comma"; ignore {A}

Here underlined sentence works as a modifier and it modifies the verb 'decide'.
You can ask how executives decide? The answer is : using the set of objective criteria derived from analyses.

If you remove this modifier then sentence structure would become 'xxx executives examine... and decide...'
