OG 2017 Q703, location of 'the current one'

Hi, all.
This is my first post in BEATtheGMAT
I am having a hard time understanding a question.

It is GMAT Official Guide 2017 question 703.
I totally get what its explanation says, but I feel kind of weird when I find 'the current one' after the verb in the correct answer choice.
Shouldn' t there be any proposition such as 'at'?
The sentence structure is comparing the likelihood directly so I think just 'they are' is correct sentence there...

Could you provide any explanation about it?
I would really appreciate it.

Can you post the question? Many users here have a different version of the Official Guide (or don't have the guide at all.)
