In English, we do not follow a preposition with the form to+verb rather with the form verb+ing.

We do not say: I'm afraid of to speak in public. We say: I'm afraid of speaking in public.
We do not say: I'm interested in to learn new things. We say: I'm interested in learning new things.
We do not say: Before to leave, lock the door. We say: Before leaving, lock the door.

Accordingly, the phrase:

Josephine Baker made Paris her home long before to be an expatriate was fashionable...

is incorrect.
