'prohibiting to' is incorrect idiomatic usage. the correct usage is 'prohibiting X from doing Y' and similarly 'forbid to'. However, it is okay to say for example - "It is prohibited to park in this street". I think in this case "to park in this street" is not part of the idiomatic construction, but it refers to the dummy "it". So, the sentence actually is - "To park in this street is prohibited". Hence, A is incorrect. B - "prohibiting that" is unidiomatic. The correct idiom to use with 'prohibit' is 'prohibiting X from doing Y'. C - correct answer. D and E - Incorrect usage of 'ban that'. We do not say 'ban that X cannot Y'. Here is a correct usage of 'ban that'- "The US Court rejected a ban that currently prohibits Michigan from instituting affirmative action policies in higher education." Note that there is no noun(X) after the 'ban that'.
