It seems that your issue is between English grammar/logic and GMAT grammar/logic. On Test Day, you'll likely come across a couple of SCs that you consider problematic. You'll know which answer is correct, but you won't "like" the way the answer is written (and you'll probably "want" there to be some additional words added). Thankfully, the GMAT gives you 5 answers to choose from and GMAT SCs tend to focus on major grammar rules with a few rarer idiom and style rules thrown in to test your thoroughness. This means that you just have to eliminate the answers that make the most obvious errors (in that SC prompt) - there will be only one answer that remains - the correct one.

With the prompt that you posted, my guess is that you didn't find any of the other answer choices to be "better", so you eliminated them and were left with answer A. If you're looking for "meaning" in the sentence, then the "intent" is that after the 1991 report (was published), sales of wines increased. The words "was published" aren't really necessary because they're implied. There was a report, people read it, then they went back to drinking wine in greater volume.
