I agree "conceive of " is the correct idiom,but pay attention to the structure of the fragment in (c).
The clause "that could substitute for the telephone" modifies the noun that precedes it .
It seems as if the conversation is the tool that could substitute the for telephone.
I would request fellow students and experts to pour in with their views and explanations.

In A, the pronoun it seems to refers -- incorrectly -- to conception, but the radio is the tool for communicating with a large, public audience. Eliminate A.

The correct idiom is conceive of X as Y. Eliminate D and E.

In B, the pronoun which seems to refer -- incorrectly -- to the telephone, but the radio is the tool for communicating with a large, public audience. Eliminate B.

The correct answer in C.

In C, the pronoun that refers to tool.

C uses a common grammatical construction, noun + prepositional modifier + that, in which the pronoun that refers to the noun that precedes the prepositional modifier: in a tool for private conversation that could substitute for the telephone, that refers to tool.

Another example:

The ending was the part of the movie that I enjoyed the most.

In the sentence above, that refers to part, the noun that precedes the prepositional modifier of the movie.
