I was thrown by the possessive human beings' burning, because I thought the GMAT writers didn't care much for possessives used in such a context. Silly me.

OA C
difficult problem.
The core of this sentence is meaning of the sentence.
Once you understand the meaning, you can directly avoid A, B D and E.

The sentence is trying to say that

...., a phenomena <> caused by X, ......

here X should be some process - burning of fossil fuels

C says : human beings' burning of fossil fuels : this is a process

If you read all other choices, the meaning is different.
e.g.

D says that 'created by human beings'

B, E says 'created by fossil fuels'

hi,

Agree to be is not a "wrong idiom". The sense of the saying is wrong. When you say "Agree to be", it means something that might happen in the future. But the core of this sentence says that this burning of fossil fuels is happening now. The correct way to say this is to replace the "to be" with "is".
