1) if sqrt(m) is an integer then sqrt(m)^n will be an integer because n is a positive integer - Suff
2) sqrt(n) is an integer tells n is a perfect square and nothing else...
if m = 7 and n = 9 then sqrt(m)^n is not an integer
if m = 7 and n = 4 then sqrt(m)^n is an integer
so Insuff.

ans is A
