17. A patient accusing a doctor of malpractice will find it difficult to prove damage if there is a lack of some other doctor to testify about proper medical procedures.
(A) if there is a lack of some other doctor to testify
(B) unless there will be another doctor to testify
(C) without another doctor's testimony
(D) should there be no testimony from some other doctor
(E) lacking another doctor to testify

wordy
(B) unless there will be another doctor to testify
you should not use future tense in if clause , remember unless = if not
(C) without another doctor's testimony
correct and concise .
(D) should there be no testimony from some other doctor
wordy
(E) lacking another doctor to testify
awkward

"lack of some other doctor" is awkward to say... it's supposed to be, if there "isn't" another doctor to testify.
Have you wondered how you could have found such a treasure? -T

OA C

A can be wordy but grammatically correct.

C is also grammatically correct but don't you think that C is changing the meaning of the sentence.

The other issue with C is :

it is not clear that 'without' is referring to damage or patient
