In this sentence, the underlined group of words is supposed to modify the noun cocaine in the main clause.

Option A - incorrect
The phrase is modifying the noun 'pharmacists' instead of 'cocaine' making it seem like pharmacists were sold over the counter.

Option B - incorrect
It has the same issue as option A. The underlined clause modifies the wrong noun.

Option C - incorrect
It also modifies the wrong noun in the main clause.

Option D - correct
This option is correct because it modifies the noun 'cocaine.'

Option E - incorrect
This not correct because the pronoun 'them' used in the sentence cannot be used to replace the singular subject 'cocaine.'
