Option A - incorrect
In the sentence, the comparison is between more than two decisions, so the correct adjective explains that out of numerous decisions, the most certain decision is the one of people's right to die which is most perplexing.

Option B - incorrect
Using 'more' to compare numerous decisions which means decisions that are more than two is incorrect. The correct qualifier is 'most.'

Option C - correct
It uses the correct adjective 'most' to make a comparison between numerous decisions as intended by the author.

Option D - incorrect
It changes the intended meaning of the sentence. It also explains that a certain decision is a question by the author.

Option E - incorrect
This has the same option A and B.
