Misplaced modifier and Subjunctive structure are tested here.
A) Incorrect; 'which' refers to 'development' (misplaced modifier) and 'is' in the end is also wrong (Subjunctive structure)
B) Correct; 'which' refers to 'park' (misplaced modifier) and 'be' in the end is correct (Subjunctive structure)
