A study by the ocean wildlife campaign urged states to undertake a number of remedies to reverse a decline in the shark population, which includes the establishment of size limits for shark catches, closing state waters for shark fishing during pupping season, and requiring commercial fishers to have federal shark permits.

A, B, C are wrong because 'which' wrongly modifies shark population.

E is wrong because two nouns (establishment of, the closing of) are compared with a verb (requiring commercial fishers).

D gets the parallelism right by having all verbs in parallel.

If you see the last element of the list of parallel items it is "requiring commercial fishers.."

So, we need to have the other parallel items in a similar structure, i.e. we need verbs, which show action, preserving the structure.

In E, "the establishment of" and "the closing of" both funtion as nouns and not verbs. So eliminate E.

In D, "establishing" and "closing" both are not only verbs but also maintain the same structure as ""requiring". So D is our right choice.
