Test for m = odd integer.

1. If m is an odd integer, then m/2 isn't an integer at all.
INSUFFICIENT

2. If m is an odd integer, then m-3 is always even.
SUFFICIENT

Answer: B.

Statement 1 will be true if m is odd OR if m is even but not a multiple of 4. For example, if m=3, 3/2 is not an even integer. If m=6, 6/2=3 is not an even integer. So statement 1 tells us nothing about whether m is odd or even. It just tells us that m is not a multiple of 4.
