Nuclear testing on the planet is regulated by the Comprehensive Nuclear-Test-Ban-Treaty,which was signed in 1996 by 71 states and prohibits all nuclear explosions, disallows scientific research, and is providing guidelines for proper handling of radioactive material to protect the environment.

However , I dont understand how is B right .. the clause starting with prohibits does not contain a subject right?Please explain.

B is right: the clause that contains PROHIBITS starts not with that verb but with the relative pronoun WHICH. The subject of that clause is the Comprehensive Nuclear-Test-Ban Treaty, because WHICH is placed next to it and refers directly to it. Thus, this treaty WAS SIGNED ... AND PROHIBITS ... DISALLOWS ... AND PROVIDES.
