the development.... slowed
the rise ...anticipated

seems parallel

the more rapid the rise-> awkward A,B out

C-> passive out

D-> more rapid rising is awkward again

[D] is not awkward because it is addressing the question in active voice

[E] seems CORRECT, but is not because is using passive voice.
