I would prefer the way but is used in the later part of the sentence instead of opening a sentence with Although

THE CALL IS B/N A AND C
B IS OUT FOR WRONG IDIOM(EITHER ......OR)
D AND E ARE OUT FOR using And for contrast , which is incorrect
THE S/C IS TRYING TO EMPHASIS ON CONTRAST AND THERFORE BUT IS MORE APPROPRIATE THAN ALTHOUGH

I would go with C.
I didnt choose A because the idiom is "Either X or Y", where X and Y should be parallel, but in the sentence the parts "devoted to local history" and "various ethnic groups" are not parallel.
The rest of the choices doesnt fit the bill.
