I would like to see all the choices. But in the ones presented, I find B to be CORRECT.
First of all, media is the plural of medium. So any choice with 'media has' can straight away be avoided. [it doesnt help here though
]
A seems incorrect because it gives the meaning that the media have focussed... while it was analyzing camp. exp. And it will not modify the clause "they have generally overlooked..."
However, B states that "In analyzing campaign expenditures" media have done
1. have focused on high costs and low, ethics of campaign finance
2. generally overlooked the cost of actually administering elections
