I have a major doubt regarding the usage of that and which. Can some GMAT guru please help me here.

1) Discrimination in wages paid in occupations that are predominantly male .....
2) The patchwork of green fields that surround the San Joaquin Valley town bustles with .....

Is the text in bold correct? I am really troubled to decide on plural/singular verb when prepositional phrases come in.

In grammatical jargons:

Whenever relative pronouns such as 'that' and 'which' modify the prepositional phrases such as 'X of Y', or 'X in Y in Z', etc., relative pronoun refers to which noun as antecedent: X, Y, etc

Example

X of Y that ... Here that refers to X or Y?

Also please assume that relative pronouns denotes essential information.

My understanding of English is that which/that can refer to something at the head of a prepositional phrase, but that they default to referring to the thing immediately before them. The further you place a relative clause from its referent, the more the sentence ought to be rewritten.
