The commission has directed advertisers to restrict the use of the word "natural" to foods that do not contain color or flavor additives, chemical preservatives, or nothing that has been synthesized.

hi there,
i have two questions.
(1)i am confused about the verb tense here. The OA uses present perfect, but will simple present work the same way? If there is a choice:or anything that is, will that be right?

(2)if we omit "that has been" in D, will D still be the right answer?
